unfortunately not many people are currently interested in running it so I do not worry much about it.
Not having rules always discourages new players, also rules should be mandatory and not something to "worry" about.

Can you even Play the Game on PC without something like Bluestacks ? I just now wanted to give it a try but i could only find apk download links
no you can´t, the pc version has been removed. but if i´m not wrong you can still play the tutorial on pc. but the multiplayer isn´t working anymore.
i dont have a download link. actually i checked on C Ops official website and not even the tutorial is disponible anymore, the only possible way to play on pc is by bluestacks BUT emulators are banned so unfortunately you can only run on android/IOS.
