Yes, ScummVM is allowed.

I would actually be surprised if anyone wasn't using it.

I figure I will drop this here. A year or 2 ago, we had discovered that there was inconsistencies between runners using ScummVM. At the time we didn't have a great solution(I ended up dual booting windows 7), until a runner(UrQuan) came along and gave us a version of ScummVM that locks the frame rate(to 30 fps I believe). We have adopted this version of ScummVM for many point and click speedruns at this point, including Monkey 1 and 2, and I believe this is the most fair version to use.
