in any% NG+ theres a skip right before the train part, doesnt NG mean no glitches? and why doesnt anyone use that skip in regular any%? why is allowed in a no glitches category but (I'm guessing) not allowed in a glitches allowed category?

NG+ stands for New Game+. The skip is performed by quitting the game in the beginning train cutscene and starting a new game, which will allow the skip to happen. It is only allowed in NG+ because it requires a setup in a save beforehand to do.
