It's possible. Even if you play on NTSC-J which is harder. But NTSC and PAL versions should just hold B button to keep fire opened. At NTSC-J you should mashing. I'll create PAL-category for you.
Actually, it does run in 50hz. I can make an exception for you creating a new category for PAL version. What would you say?

Если сравнивать переводы Battletoads на Sega и Resident Evil на PlayStation, то разница заключается в том, что в игре про жаб не нужно сжимать кнопки, чтобы проскроллить диалог или монолог, в отличие от второго, где японский язык пропускается гораздо быстрее английского. Чтобы было без модов, позволяющие гораздо быстрее пропускать (неофициальные переводы и прочее), дали на это запрет, т.е. разрешены исключительно официально вышедшие: Biohazard (NTSC-J) или Resident Evil (NTSC).
Да, официально Сеговская Battletoads не выходила на русском языке, однако достаточно нажать любую клавишу и можно ничего не читать и пропускать, как обычно.
Так что ничего плохого я в этом не вижу.
