Paid emotes aren't allowed, so while 48 seconds is indeed possible, you aren't permitted to use paid emotes such as the one used in your speedrun, v-pose is allowed because it was free in an event game

had around 120 fps

This run was a while ago so I barely remember but Im pretty sure I played over 60 fps. The rules stated that there was no laws against playing higher fps.
