I refreshed Youtube after retiming, then I retimed again and got the same result. I'm not sure why you're getting different times.
You may submit the same run to multiple categories as long as it fits their rules.
For individual level submissions, they're timed with a tool such as https://retime.mcbe.wtf/ Timing starts on the first frame the glass is open, and ends on the first frame of teleportation to the next level. You don't need to do that timing yourself when you submit runs, moderators will always do that timing themselves anyways.
