1. Right-click Split Fiction in your Steam Library
2. Go to Properties...
3. Enter "-devmenu" into the launch options text box (pictured)
4. You're good to go! Close the window and boot up the game

NOTE: Without Speedtools, the dev menu only appears inside levels, not on the main menu
