strongholds cant generate near spawn in java edition, so that isnt possible
pre 1.9 can spawn strongholds near spawn, but 12 eyes dont work
theres a seed after 1.9 that has a pre lit end portal about 50 blocks from spawn, This happened because the spawn cooardinates were so far out.

Spawn relocation was fixed in 1.13 (so for latest versions you cant spawn on the stronghold) couple this with the fact that there isnt a reliable and viable way to kill the dragon quickly in pre 1.14 (perch mechanics were changed in this version, making one cycle possible), this overall means that any% isnt viable as a good endfight in 1.12 would probably last longer than a 1.17 run
