So my strat i use for the enter nether hacked percent as the record holder is that i have impact client installed and i use either low hop or on ground i would suggest on ground because it rubber bands a little less and i use the search function on impact to look for nether portals and i also use the portal hack to make going thru the nether portal a lot faster. now thats what hacks you need to do this very fast now i just /kill over and over again until i spawn right next to a portal. The theroretical lowest time i think you can possibly have is 5 seconds because i have spawned inside a portal before after a /kill so that is my guide for my enter nether hacked %
