I started to end the time based on the bright flash that appears after the Obi-Wan fight in the cutscene as I thought that this a good spot to set the split. Is this okay as an overall end-time for Any% Anakin?

Sorry for the late reply, that is where I split for Obi-Wan%. It's probably good to have a specific frame chosen in the future but for now fade out is ok.
