I've actually looked pretty deep into a run like this already and there are a few issues that would need to be addressed. The biggest one is that the hidden shops in Earth and Wind towers both require float and mirror rings. For the hidden shop at the bottom of castle, you cannot use wizard or warrior because of the way their shots interact with walls and corners. Valkyrie and elf work fine. The hidden shop on Castle 5 requires fight ring but is easy to access - the shopkeeper there will carry whatever stat upgrades you didn't purchase before from hidden shops.

There are certainly ways we could define the category to work around difficulties, but as mentioned it would have to be very specific as a true "100%" is simply not that feasible. I have resources I can share with you to help you explore a route though. I'm happy to help in any way possible.
