What setting are recommended for the newest version speedruns

yeah basically what it says up there

I have been practicing 1862 for a while now but I have no clue how long runs are allowed to be

So I plan on streaming this because this is one of my childhood games but my DS recently broke so I need to know which Emulators are allowed and whats the best way of using them

1. am I allowed to use my phone as a touch pad
2. am I allowed to use my graphic tablet

Do I need stamps? and do I need all flags golden?
