I cannot confirm that it works on web without soft reset. I tried a couple of times and was not able to get it.

I did use it in my 4:29 run I just submitted, so I'm in favor of allowing it 🙈

Oh that's the reason! I didn't realize :D I think it does still save time, even though you cannot speed up the text on the next two screens.
