since they rejected you 5 times for not uploading to youtube i dont think they will make an exception. but why dont you want to upload to youtube? if you dont want the runs to show up on your account set them as unlisted or make an account specifically for speedrun videos
dont have the game in full screen. or if you mean "show" as in "show in the video" then use window capture on obs for livesplit and gamecapture for the game
if the game is full screen it will be over livesplit
yeah i dont see how this would be a good idea in anyway. as like you said cheating is not that common so this would just teach more runners how to cheat.
do you mean that the game goes into the background if you try to open obs? you should make a display capture and then right click it and choose "edit transform" in the new window set the "bounding box type" to "scale to inner bounds" then set the "bounding box size"to the size you want the capture to be and it will make the screen be as big as it can be inside the bounding box size dimensions
that would be a nice feature. but for now you could technically ask the mods of the game you dont want on your profile to edit your runs so that the username is starts with "[]" which wont show up on the name but the run will be on the boards and out of your profile
they mean they want you to highlight the twitch stream. if you just stream and dont highlight it (or a part of it) the vod will be deleted in 7 days (longer for affiliates and partners). so make a highlight out of your run in the stream and submit that
rejecting a run because its recorded with bandicam is dumb. only reject it for the video if its unwatchably laggy or so bad quality you cant make sense whats happening

what is your bitrate set to? for 1080p 6k bitrate is good (and the highest twitch accepts for example) and 4k for 720p. you should post pics of your settings so we can look at them
