Talking to that game's moderators would be a good place to start, I imagine

without considering it a fan game?

It is a fan game, so... this seems pretty open and shut, unfortunately. If you've already tried the Speedy Gonzales route they suggested and that didn't go anywhere then it seems you're out of luck.

u need to do it at locked 30fps for consistency

As has been discussed repeatedly, this is simply not true. It is exactly the same at any framerate

Check the game's rules. It directly says

Timers are optional and not required

Also in the future, questions about a specific game should be asked in the forum for that game, not here.

You'll need to ask in the forums/Discord server for the specific game you're wanting to run. However, generally speaking mods are not allowed unless the game's rules specifically say otherwise.

For future reference, you can submit a support ticket to report a user.

Splits.io is optional. The submission page tells you which fields are required.

The game's rules should clarify the timing rules, when in doubt ask the community for that game. In-game time should be what the game itself tells you how long the run was. The second value should be the real world time length of the run from start to finish. The length of the video itself is largely irrelevant. If you're not sure how to get the real-time, just submit your best guess, the moderators should re-time it for you.

The support tickets are specifically for replacing inactive moderators. You probably should've read the support ticket page a little more closely. Most games with active moderators do not need any additional moderators. If you want to ask anyway, simply ask the game's current super mod, but don't be surprised if the answer is no.

Also, submitting a run specifically to try to become a moderator is really bad form: https://www.speedrun.com/Snowboard_Obby/runs/zqq368xz

I honestly just wouldn't bother with any of this. There is absolutely no need to try to become a moderator right away. I understand wanting to help, but frankly you could end up doing more harm than good if you dive in head first without really understanding how anything works. Just focus on actually running the game for a while if you truly want to, you can circle back around to moderating later if/when it makes more sense.

I'm not fully following your question, but I'll try to answer what I can.

after reading the FAQ.. are the submission requirements for the games, specific to the games HERE on this site..?

Any information you see on speedrun.com is going to be specific to speedrun.com unless stated otherwise.

I stream off of mini-consoles... What problems does this cause?

Every game has its own rules for this sort of thing, you'll have to ask in the forums for the specific game(s) you're planning on running (e.g. the Ms PacMan leaderboard has its own forum).

Can we make submissions for our own game entries if we dont see the specific game listed here?

If a game is not listed here, you can create a support ticket to get it added. Be sure to read all the related rules and such for that, there's very specific and strict requirements for games to be added.

  1. There's no specific cutoff, everything is considered on a case-by-case basis, but if for example only two people have ever played a game (casually) then it's likely not noteworthy enough to get a page here. Not strictly required, but popularity can strengthen your case.

  2. My understanding is they just need some kind of semi-official listing to confirm the game's existence and basic details (release date, etc). In this case I think I would just link the game itself.

can you use an in-development version not released to the public?

Why on earth would you want to do that? If it had some kind of advantage that would be pretty massively unfair to anyone who doesn't have access to that version (i.e. the entire community). Could even potentially be seen as a form of cheating and get you banned. If it doesn't have any advantages then you're just making things weird for no benefit.

Broadly speaking, leaderboards on this website should only exist for games/versions of games that are widely available.

what if I do not have any interest in becoming the moderator of that game

Nobody wants to be a moderator (or at least nobody should want that, the people who say they do are the ones that worry me the most), but someone's gotta do it. If you can't or won't, and no one else wants too (or no one else runs the game), then you're out of luck

I don't recall there ever being an exact cutoff, but yeah, 30-ish sounds reasonable. Honestly though if you don't have a pretty large group of consistently active runners you really don't need one at all. I moderate for a fairly active community and our category extension is just a wasteland of things that nobody cares about, I honestly wish we never made it. It was fun for a while, but now it's just a waste of time and energy for everyone involved

Looks like it's fine now. Sometimes it just takes a while for things to fully propagate.

The genre descriptions were pretty useless honestly. Every modern game is an action-adventure game with RPG mechanics and optional stealth mechanics, puzzles, and racing mini-games. None of those words mean anything anymore. Engine was also similarly useless for searching, IMO. Having more ways to filter searches that are based on more tangible things would be good, though (e.g. a "co-op" filter could easily include any game with multiplayer categories, rather than having to be manually tagged by game moderators or whatever).

see what a game is about

If you want to see what a game is about, check Wikipedia, or a review, or a gameplay video, etc. This is a speedrunning leaderboard website, not an exhaustive database of video game information that's already well-documented elsewhere.
