That's what the non-defined category is for. You submit a run that doesn't have a category yet, and the mods will sort it out, and create that category. Or just reject it, if they decided it's not worth having that category.
Meme boards have existed for other games. The whole point of this is to NOT be taken seriously, stuff like fat cj% and flying cars% exist soley and only because someone has already done a run of them.
What you probably weren't doing, and I'm taking a guess here, is starting the vehicle submission at the same time as the rampage. Because we start both at the same time, we can end the vehicle submission (Taxi, Vigilante or Paramedic) directly after, and therefore are able to start a mission while on the rampage.
Keep in mind that skipping the cutscene a lot of times does NOT happen when you gain control, but a bit earlier. Especially when there's more than one cutscene.
This is something that can't and (much more importantly) SHOULD not be handled on a general basis, but for each game individually. Besides, if there's people that actually run glitchless, people are going to make a leaderboard for it.
Considering GTA III and Vice City handled it the same way lev described, I don't see a reason why it needs to be different for San Andreas.
Considering there are now proper IL leaderboards for GTA III and Vice City, I feel like adding an IL leaderboard for every single mission, analogue to the VC and III Leaderboards would be appropriate, if just for completeness sake.
- Timing would start on the cutscene skip, and ends when the Mission Passed text appears.
- Any Setup that is doable without cheats is allowed to be used, such as replays, guns or parked vehicles
- Only one Mission instance is supposed to run at the same time
- any% rules (Frame Limiter on) apply
If a mission needs special rules, they can be added to the mission's description, in case a Mission Passed screen isn't visible or something comparable.

It might be pushing/bending it a little, but I'd personally say spawning tanks and flying bombed cars falls under "achievable without cheats" so it should be allowed.
If you Pay'n'Spray in a way that would push you over midnight, you start the day over. Why? No idea, but that's how the game works.
This doesn't fall under pen and paper, in my opinion, since pen and paper on other things can be 100% consistent, but this will never be. So, nah, autosplitter on those things should be illegal.
I'd be interested in joining with my ridiculousy bad collection, but I'll only be arriving on the 26th (or very late on the 25th) so it's dependant on when it is.
