I had the same issue while using multimc. My RD would cap at like 19 and wouldn't let me go higher. I allocated more storage to the instances and that fixed it.

I agree with KilleDragon, it shouldn't be hardcore. Most people play RSG and then go for a category extension when they see the seed. I don't remember exactly what you need to make for an exploding firework, but temple and savanna with sugar cane would probably be a good spawn. If people know how to play it out of nowhere while playing RSG it has a higher chance of people playing it. Example being Feinberg's rsg SOLW wr.
