I don't think it should be. I agree with the pros you mentioned and that does make it a nice "mod", but they don't explain its addition as a "category". Whereas the cons do indeed explain why it shouldn't be.

It can save time, a few frames at most but it'll be hard for humans to save more than just one with it. But it is possible.
Well if you do mountain skip but you also do snowman skip (mountain skip becomes a detour but you do you lol) it does fill the requirements
It's not a hack, it's a strat :) BlastMagic uses some difficult movement to go faster but it's not cheating at all
You do also get down faster and it is in fact more helpful than the go right faster (yes)
Eh I can touchscreen decent but I can't trackpad, no way. They're kinda similar but you really have to be used to the controller itself, not just the game. Same for the mouse, the switch from mobile to mouse will imo be absolutely no different than to trackpad, it just depends how much you've used mice in your life
