When the rules say no major skips, are there any? I've just been playing through every level

Is video footage needed to submit a run?

I've been exploring using the OoB on Directive and it's awesome the stuff you find. So far a green radar and an extra wallop, but I'm sure you've found many more

So I was trying for the Any% and was finally able to get the Shop til You Drop skip on it after and hour of attempts. However, when I tried the piling level skip thingy, it would never unlock any levels. Is there a reason it sometimes doesn't work? (I was entering final level at 12mins in, so annoyed I couldn't get it (╯︵╰,) )
