Assuming you're watching speedrunners, there's a strategy to hit tags faster. It depends on where you aim, iirc aiming at the center of the tags allows you to complete them faster.

In order to maintain consistency with III/SA and ensure no accidental or intentional NG+ affects runners, the mod team has decided to enforce mandatory game restarts per attempt for all runners going forward regardless of their leaderboard position. We are giving you all a two week grace period (until June 30th) to accommodate. Any runs from July 1st onwards will be rejected if you are not playing from a fresh game boot.

AHK scripts to quickly restart the game in-between attempts (including skipping the Capcom warning message) are allowed as long as they are used before the run begins. Using them to restart the game during the run will make your run illegitimate (this also applies to using them during Mult-Game runs).

TLDR - Mandatory game restarts for everyone beginning July 1st, no previous runs will be affected.

Runners such as Topal have been running the full game for so long that their submissions can be checked almost instantly, as there's a good chance the run has already been seen by a mod (on Twitch/YT). ILs have always been low priority because most don't take them seriously.

Complaining about your runs not being verified isn't polite and it doesn't help anyone. The time the mods have taken to address this nonsense could have been time spent verifying runs. You spend more than enough time on this site (even resorting to stalking moderators apparently) to know that the acceptable waiting period is 3 weeks, the mods don't owe you anything more.

This concept of 5 frames from a point of reference isn't true, it's dependent on cycles. It can be lower or higher than 5 and it's out of your control. The references are consistent, but only if you play optimally.

You're playing the replay way too early at the end, the window is only a few frames and you're an entire second early. Check some runs more closely and copy what they do.

The timer is optional, not required for runs. You can use whatever form of timer you like, as long as it doesn't modify the game in any way.

Turning off your PC and turning it back on =/= restarting your PC. You need to specifically restart the system, or nothing will change.

Don't touch in-game sensitivity and instead change your mouse DPI, it's really easy to fix.

I've had the exact same issue, and nothing was able to fix it. After a few days it magically will start working again on its own.
