I want to speedrun the game, but the rules say "No DLC", i have the dlcs but if they dont help me in the game can i request the speedrun?

I think i can speedrun sleeping dogs but the rules say without DLC, i have the DLCs, but if they are not helping me in the game, can i still request the speedrun?
