What homebrew apps can you use without it falling into the emulator category?

People usually use priiloader or region free the wii in order to run the JP disc from the wii menu. Neogamma is also allowed to run the disc. Something like Nintendont is not allowed as it speeds up loads, even if you boot off of disc, so that would be counted as emulator.
