When the rules say "character creation is allowed" does this mean I am allowed to use a character with maxed stats as long as I haven't touched the Legend Tour yet or must I start from a blank save?

randomly was playing 05 and decided to set a few runs myself. i know this is 5 months after, but the rules mean you can either used pre made characters (like tiger woods ect) or can create your own character and simply do not make progress in the legends tour
