Where do i sumbit IL (individual level) runs

They can be submitted via MossRanking. The speed IL, area, and pace categories are under the "More" tab of the various category-list pages.

Note that IL and area categories have some additional rules. Most notably, they must start from 1-1 or a shortcut. Also, the single-level areas (Olmec and Ice Caves) have a combined IL/area category (which appears on both IL and area pages).
