the general thumb rule is in popular games verifier/moderator is given if at all to comunity members that were not in it wanting to me a verifier/moderator in the first place, those who have a reputation in it might be purposed to be in when the time comes opportune

Moderator or verifier roles aren't usually just given to people against their will, for SMB1 I had to put a lot of effort in myself to earn it and actively volunteer for it. It was not a role that was randomly assigned to me against my wishes.
