My PC version lags sometimes (chapter 2) and I'm wondering if lag is allowed.
Also, are mods allowed like the ones that change leons appearance?

Lag is fine but it sucks if it happens because IGT doesn't slow down as well, so it's time loss purely because of terrible optimization from Capcom. Try setting v-sync to 0 and you could see some improvement
In general lowest possible settings will always help but yeah like JTB said that version is just poorly optimized so it can still happen even to those with a beast PC. As for the mods question it's general consensus that the only mods allowed are changing the laser sight color and removing the clank sound effect from Ashley's Special 2 costume
