Hey, so i was having a race on twitch amd managed to run a pb. However there was delays at the beginning, leading to it being on pause on the 2nd cutscene of the game (claite bike) for over 2 minutes. Will this still be submittable or not?

Unfortunately no, the run will not be acceptable. To us run starts once you select your difficulty. Even though the IGT has yet to begin prior the cutscenes, the rules are still in effect.
