On the Roblox app off the Microsoft App Store it is possible if using a touch screen like on a surface pro to make the mobile/touch screen controls appear. Do we submit this in mobile with pc as platform?

It's done on a PC with different controls, like connecting a controller. You would submit it in PC but make sure you show the top of the tab.
