Can you break blocks like bedrock/end portal frames in a glitchless speedrun, or would it count as glitched? I know the only way to break those blocks without cheats are glitches, but some minor glitches are allowed in glitchless categories.

It counts as a glitch. Anything that is a glitch and not stated in the rules as an accepted glitchless run glitch is not allowed.
