I realised just now that all my runs have been in online mode at around 22 ms, but as this is such a small community I don't exactly see a set of rules available. Is anyone here running in offline mode? Because logically this should affect the final time.

They can be either, being online doesn't significantly affect your end time differently than if you were offline.

The only difference I've noticed so far with Online vs offline, is that other players (and the replay ghost) can knock away the dog, if you're doing Buddy Mode levels. Keep that in mind, I guess!

I am on online mode
