you only joined 2 days ago I'd just wait a few more and then try again. It's likely that you need to wait a certain time before uploading speedruns due to spam. It would make sense for it to be ~a week

You're not banned, you wouldn't be allowed to do anything or make forum posts if you were. And your username would be greyed out.

And yeah this feature was added as some guy kept on creating alt accounts and spammed gore videos to a lot of leaderboards. So this had to be added. But it does seem to be too restrictive on new accounts as lots of people have complained about the rate limit.
