Using the IL times for each level 1-5 they all add to 37.765s. However this doesnt include the time between touching the last bomb through to jack moving between each level. This happens 4 times. It takes exactly 6.400s for this to happen. 6.4 times 4 = 25.6s 25.600s + 37.765s = 63.365s or 1:03.365s This is the fastest theoretical time for a 1 loop speedrun of bomb jack, exactly 12.466s faster than the current WR.
