Shoutouts to Sonikkustar for making the Wonder Mega Boing Boing! (It's the trick that allows you to skip a good chunk of the level, that's why you wanna warp to the past.)
The other new big time save in this level is the first drop dash, just before warping (first found by inceptionkitten). Not only you get faster to the wheel, but you also skip a wheel cycle. It's pretty finicky, but if done correctly, you save 1.4s.
UPDATE: Sonic 1 Tails submissions reopened as of patch 2.0.2
