I found an area that Valve clearly didn't intend players to enter, but I can still walk around and interact with objects, and it isn't in "the void".
OOB is considered to be the white area (void) surrounding the entire map that extends on to infinity. chances are what youre describing is not OOB. you can post a vid of it to confirm
Sadly, there isn't anything useful you can do unless you have portal_placement_never_fail 1, or some other game changing thing (which isn't allowed in full game runs). The height required and the area you have to be in to not softlock is out of reach.
