I suggest that you get a legal copy of the game then. They could also be in Program Files (x86)\Watch Dogs\bin\profile. Just try to search for all folders where watch_dogs or watch dogs is located.
You need to have a run on the leaderboards to be able to submit to resources.
But if you want to know how to use them, they are intended for PC:
Saves: The 1.save and 2. save files are for the main game. The 3. save files are for Bad Blood. Simply replace the file with the downloaded save file. Your game save files may be found in Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames\
Splits: Open up Livesplit and open up the downloaded splits.
Patch: If you have the game on Steam, the patch files are located in Program Files (x86)\Steam\steamapps\common\Watch_Dogs\data_win64. Replace the patch.fat and patch.dat with the downloaded files.

You can skip the prisoner cutscene in the basement during A1M9 (Dressed in Peels) altogether. He can be killed while running away. It might be a few seconds faster than the normal way, but initial testing proves it to be almost the same speed as the regular strats.
You would need either a capture card, or you can use something like PS Remote Play if you want to get livesplit on screen.
Yes. The rules state that DLC weapons are not allowed. Only the Ubisoft Rewards are allowed in the run.
From watching your run, it doesn't seem like much of an accident either. You bought the air shotgun from the 3D printer at the start of the game after purchasing the required Dedsec gun/jumper.
The DLC missions have been added as ILs in the level leaderboard. You have to play them using the Dedsec app to submit to the leaderboards.
It would be over a dozen ILs for No Compromise and Human Conditions, so you would prefer it like this?

It would only be the Human Conditions and No Compromise DLC missions if they were to be added. I could make the individual missions ILs or I could separate them by DLC pack (Human Conditions, Moscow Gambit).
The problem with the second option is that the missions don't get unlocked until later in the storyline, so you would have to go through all missions before that (unless you have a save backed up). However, you could still start the time when you start the first mission of the DLC storyline and end when you finish. But I think the easiest way to include them would be in the IL/NG+ format similar to what's mentioned in this thread: https://www.speedrun.com/wd2/thread/n3c8k . Which one do you prefer?

The timer for the intro mission would start at the same place as any% and end when you lose control/when the long cutscene(s) start. And for all of the other individual missions (quoting Bnh247), "they would be in the NG+ format so utilization of any skills would be acceptable, start would be on gaining control in the mission and end would be fading to black or whatever the last sequence/player action is required."

Main Game
You can skip the cutscene, pop-up, and wait for the potential crime introduction. Shoot the person whose phone you hack into for the crime to start, and the crime will be instantly placed on the map. Throwing a grenade after that will fail the potential crime and complete the objective. Saves 25-30 seconds over the strat done in the WR.
This is faster than hacking the security router on the side of the building. You can hack the bouncer's phone at the start if you don't take too long. Just be careful not to get detected by the bouncer. My reference point is to move past the bouncer when he begins his 3rd step.
You can shoot Crispin and hack his phone without killing anyone else. It only saves a couple of seconds at most.
Bad Blood
This is my IL of T-Bwned (Bad Blood A1M1). If you are quick enough with the bike when exiting the silo, you can detect the fixer car and the objective will change to take down. You can then neutralize the fixer car at the next intersection with the traffic lights if there are enough cars there. Four things can happen: the fixer will either get out of the car, the car will get stuck (shoot the fixer in the car if this happens), the fixer car will continue as if nothing happens (stop your bike somewhere and hope you can snipe the fixer), or Frewer dies from the collision (uncommon). The same RNG also applies as the other strats after you get in the car(fixer car spawns). This only saves 10-15 seconds over the method done in my run.
Using cover sliding mechanics to exit the silo for same mission:
You can snipe the fixer in the car to skip most of the chase at the end of Bait. I could not figure out a consistent reference point for this.
Here is my explanation of how I think the WKZ skip works in the Bad Blood any% run (seen before Bad Medicine/A2M3). The WKZ announcement will trigger after Bait and the Tobias phone call before Illusions. If you start Illusions before the Tobias phone call finishes, the WKZ announcement won't happen before Bad Medicine. This is achieved either by reloading the autosave or by getting the cops called on you before Illusions. I reloaded the autosave because it is more consistent (and saves a system key for a jam com) and spawns me next to a vehicle. It saves at least 30 seconds in the run (skips announcement, T-bone lines, and pop-up).
It's the completion of every main and side quest that can be found in the Dedsec app.
Yep, that works for the ILs. The mission should be over at that point.
The any level category is exactly as Haloinator described. It's just starting and doing the run at any level. That doesn't matter if it's a fresh save or not.
You're correct for the max level category. You start spider tank at max level and try to complete the objectives as quickly as possible.
I think the text for the patch at the start stays the same, but the stuff in game changes. The only good way I know of finding out if the patch worked would be to do the glitch for Act 2, Mission 8. If the skip for that mission works, then the patch worked. There may also be some bugs in-game that the newer patches fixed.
Replace the save and save.upload files with whatever mission you want to go with. If you want to play Act 3 Mission 3 (A3M3), copy the 1. save and 2.save files from that folder into the folder your current save files are located.
Like I said in the other topic, you have to find where the current patch.dat and patch.fat files of your game are located and replace those with the old patch.dat and patch.fat files.
