to be blunt, 99% of the time these category ideas are pretty much immediately turned down by the speedrunning community.
you're free to feel however you wish about certain techs, but most of us don't really care if it's "cheap". we don't like making a new category for every single small thing, and if we just made a new category every time someone had an idea for one, we'd have 50000 empty categories.

This technically isn't the fastest OOB method, so to do that, you can basically just dive into the small gap above the door. I'd recommend watching a few runs to learn the lineup :3

jokes aside, assuming you're referring to lobotomy, that is done on patch 14a (Violence release patch). there's also a way to do it on 15d (last Full Arsenal patch), but there is currently no way to instakill the Earthmover on any post-revamp patch.
lobotomy works by entering the brain room from the outside in such a way where it activated the laser defence grid. because the Earthmover is still moving around on the outside, the lasers will begin to damage the brain, eventually killing it. hence the name "Earthmover lobotomy".
if you're just referring to standard brain kills, i'm not too sure personally. I'd ask in the speedrunning Discord if you can, and if not, watch a few runs at a slower speed until you're able to understand how the kill works.

you technically don't need to have Livesplit for multi-level categories, since you're kind of expected to go back through the recording and time the run yourself. Livesplit can be inaccurate sometimes too.
if you do insist on using it though, download the file https://www.speedrun.com/ultrakill/resources/ij9lr here, open Livesplit, and import it as a template. from there you can edit the names of the splits and do whatever customisation you want :3

to answer both of your questions:
Darkn spent a while customising his Livesplit and doing things in OBS, and in post, to make it look like that. I'm not sure personally since I don't run multi-level categories anymore. you'd have to ask in the speedrunning Discord.

If you want to customize it further, or do something specific, i'd recommend asking in the speedrunning Discord. that'd be your best bet for support on this stuff ^^
there's one in the resources tab i believe, although you have to do a lot of personalised tweaking to it if you want it to actually look good
i'd just recommend watching speedruns that are around that time and trying to replicate those. ideally, for a sub 26, use the soap to kill the HiM. with decent movement and the soap kill you should be able to get around 20 seconds :3

Deadcoins have a time leniency of about 100ms, so it's just practice
If you want to get better at them, throw a coin, shoot it, and immediately after throw a second
For P%, your loadout will probably vary quite a bit depending on the level you're running. It's also ideal to keep most of your weapons equipped so you're more used to switching between them, but if you're just running ILs then feel free to unequip/change weapons and orders
For weapon configurations, I personally use:
Revolver: default Marksman slot 1, slab Piercer slot 2, slab Sharpshooter slot 3
Shotgun: default Core Eject slot 1, default Overpump slot 2, Sawed-on Jackhammer slot 3
Nailgun: blue Sawblade Launcher slot 1, Oversaw (green Sawblade Launcher) slot 2, default Jumpstart slot 3
Railcannon: Malicious Railcannon slot 1 (allowing for easy Ultraboosts), Electric Railcannon slot 2, and rarely Screwdriver slot 3 (personally I don't like it but sometimes it is needed)
Rocket Launcher: SRS Cannon slot 1, Freezeframe slot 2, Firestarter slot 3
This will vary for everyone and it honestly just comes down to personal preference, so definitely no harm in testing things out to see if they work for you :3
it's to avoid people cheating, and I believe it allows the verifiers to ensure the run is completed on a legitimate version of the game. additionally, i'm pretty sure that it'd help verifiers be able to tell if a run is spliced or not, since Ultrakill is extremely easy to splice runs of. previously, there was a brief rule that required top 3 runs to provide a session recording, but many people were unhappy with this change, meaning this is the (arguably much better) alternative.
if anyone else (preferably someone that's actually a verifier) has any corrections to make, let me know :3

hi yes i know this is a bit late but i've actually started making Any% guides for ILs :3
they're more intended for people who aren't very familiar with the game, but i'm trying nonetheless :3
and yes i know they'll be out of date by the time the next update comes out which is why i've only made one for 0-1 as of writing this
there honestly isn't much point since you need to clear the final arena anyway. that would defeat the point of the level routing.
