Is the nidoran manip possible on the 3DS VC version?

no, rng differs on 3dsvc, so you need to find another strat / use old dsum strats to get the nido. however, i found a good nido manip on pokemon red 3dsvc, which has max attack and overall good stats but i dont remember exactly the stats.
