I am so sorry for the length of this, but here we go. You should probably copy this to a text editor, and change one thing at a time, Anso.

Video Requirements
Reason: separate gameplay rules from submission rules.
---> Change (in Game rules)
You must have quality proof of your record, such as a YouTube video or Twitch highlight. It is desirable that the video includes a timer (WSplit or LiveSplit).
---> to: (speedrun.com/goiwbf rip off)
• Video quality meets the following minimum criteria:
• 360p, 24fps
• No excessive stuttering or frame drops
• Not too low quality to see the run clearly.
• Recorded with a capture card or recording software such as OBS or Shadowplay.
• Must be uploaded to a site that is both permanent and doesn’t require a download or account to view the video.
• Recommended sites: YouTube, Twitch.
• Twitch must be submitted as a highlight.
• It is preferred for submissions to include a timer (such as WSplit or LiveSplit), but not required. A video without a timer that contains frame drops is more likely to be rejected.
Reason: clarity/detail.

Speedrun.com Submission Rules/Guidelines
• Set yourself as player 1; do not submit other people’s runs on their behalf or as your own.
• Set the date as when you got the run, not the date you are submitting it.
Reason: separate Video Requirements from Submission Rules/Guidelines.
---> Move/Change (in Game rules)
Swapping/Editing savefiles is not allowed
---> to: (Move to Category rules.)
Swapping savefiles (Wrong Warp) is not allowed.
Reason: editing savefiles is already covered under the "no cheats" rule / too general. For Wrong Warping, it might be allowed in the future for other categories.
---> Move/Change (in Game rules)
Using the main menu to change the savefile difficulty is not allowed (using the buttons 1-4/F3 when selecting a save)

Timer starts at Tutorial, ends on cutscene after Solgryn kill

Timing begins upon selecting "Totally Average-mode" and pressing Enter.
Timing ends when the final cutscene is triggered and the in-game control is lost just before the credits.
Reason: clarity.

Average mode must be selected.

The contents of the playthrough must correspond with the Totally Average mode (savefile manipulation using 1-4/F3 is not allowed).
Reason: selecting TA being a must is specified earlier. This adds more clarity.
I apologize for my long silence and inaction.
The necessary changes have been made:
- The rule regarding 2 or more shoot buttons has been removed.
Reason: even if you use 2-3 and more shoot buttons to increase damage, the game will not be able to register these buttons separately, and therefore this trick will not work. At least I don't see a way to do that
For convenience, you can allow shoot binds for 2 or more buttons.
-
Removed the list of allowed glitches as unnecessary.
-
Added rules for video requirements and recommendations.
-
Corrected the category rules
Uh, I do recall that some people were using 2 shoot buttons to alternate. So, what I worried about is that allowing that would disincentivize new runners from learning a technique such as in the video below.
You are right that if you press the second shoot key before releasing the first one, you'll get a single input, but with the correct rhythm, it would increase your shooting speed.
I would advise to keep a cap of at most 2 shoot buttons, as there are 2 Shift, 2 Ctrl, and Home/Numpad Home/End/PgUp/PgDn keys.
I think the same should apply to the C button for more consistent every-frame shots - 2 keys at most.
In DMs, it was discussed that drastic remap methods such as mapping to a whole keyboard would always be a possibility. A cap at the very least is in line with the legacy rules.
Specific examples are required of when and how to achieve "unrealistic" damage in this way. Everything else is just worthless lyrics.
Techniques that come to mind is mapping Shoot to an entire second keyboard and using a round object such as a metal ball to slide it across the majority of the keys.
