Bridging Practice Timer Lag
Timer should stop at the same time, and the only time we will retime is when there is server lag and it will be rounded up. Which is just unlucky but nothing we can do.

A complete redo of the rules has been completed!
This was mainly for consistency and to have an updated, easy-to-navigate, and easy-to-understand ruleset.
