Timing rules change (ILs)

Time now starts when the car starts to spawn. (frame after you click play button, when the difficulty select disappears)
Time ends when the Level Complete screen appears.
All the IL runs with these rules will be retimed.
New rule (Full Game)
Now it will be needed to record creating a brand new save to avoid any cheats or cuts, current runs without this evidence will be rejected.
(This rule was added due to @fiaro237 's run which didn't show if he used a new save file or not)
