I've heard that German is the fastest language to use due to faster voice acting. What about the written dialogue though? Does it matter there? And if so, how do you change it? All I can find in "Options" is the voice language setting.

Yes, text language does matter. In order to change it, you need to change your console's language from the system configuration.
