All runs prior to the creation of the leaderboard will be accepted yeah, gameplay changes are fairly minimal and it is quite hard to verify exact version number for this collab anyway.

Phone recordings are fine! Main things that are important are being able to see the full screen and having the milliseconds on the timer be somewhat legible. If you post an example video here we can probably confirm whether or not your setup is good for submissions.
For most levels in a fullgame run there is a difference between the individual level time and the full file time taken, due to load in cutscenes/end cutscenes which count towards file time but not IL time. There is a list of these times , though personally I think having a separate set of bests for fullgame helps figure out what levels need work when you can’t reset any mistake.
Removing RTA on these boards is just a case of none of the runs having anything entered in the real time column when submitting: once none of the runs have real time, you can disable the real time column showing entirely with the "Show empty time columns" switch under edit game.
To elaborate more, it's a cool idea and I do think it could have potential if someone put the time and effort into it (dream blocks in particular have quite a few funky 360-dash skips that are known already) but from a leaderboard standpoint there's a few potential issues which are kinda concerning for moderation:

For the variant to be a challenge you'd need to enforce people use analog throughout the whole run, which is pretty unrealistic: while input displays exist and are used by a decent chunk of players, enforcing their use will likely lead to a lot more rejects than the average category given how many people will just see the category name and just jump into runs for fun. For the runs with input display this would involve making sure something like d-pad/keyboard isn't used throughout the run which is quite a bit more verification work than your average category :(

Target audience: only around half the community play on controller and even less use analog (and even within that group there's likely a few who use dpad at least somewhere in the run) - this unfortunately leaves a pretty small group of people who would be able to play the category which isn't ideal for a category on the leaderboards, even for a category extension.

Interest: ideally for a category on the boards we'd like to make sure it has runs to populate it. Currently I don't know of anyone who has completed a leaderboard valid run of this (not considering the potential input display requirement this category might have), which isn't ideal :(
This isn't to say you shouldn't run it: if 360 dashing seems like fun for you, go ahead! We've had cases in the past of similar variants (i.e Super Dash) getting their way onto the boards from a dedicated group of runners playing it regardless of whether it had an official category at the time. Admittedly this has a few additional challenges if it were to reach that point of being considered for a leaderboard category, but don't let that stop you from having fun with it anyway :)
What are these anti-spam measures? Currently a large portion of runs on speedrun.com/shar are still spammed with grotesque imagery with no clear way for us to ban someone from commenting, mass-remove their comments or disable them as a whole - anything revolving around deleting comments off individual user's runs doesn't really help us with that at all.
Do you know if it would be possible to create a workaround swf for the access walkthrough achievement similar to the AU2 one? Currently looking into running 100%, would be nice to have a proper 400/400 achievements if it does end up being an official thing :)

As with all maps, we'll consider adding it if enough people show interest in running it: currently there hasn't been much interest in speedrunning the map to my knowledge and given it's age I'd be surprised if there was suddenly a surge in interest, but who knows.
A few particularly epic examples:
- someone submitted my PB with the game cut out and placed in a different overlay, and they paused the timer at random intervals such that the final time ended up being WR by about a minute
- someone straight up uploading someone else's PB onto their own YouTube account and submitting it, and a top 10 run at that
- someone submitted someone else's run with the link being their actual PB vid that they just hadn't gotten around to submitting yet, on their own account
- multiple cases of people submitting completely different games: a dark souls run submitted to Celeste, a minecraft lets play submitted as the vod for a simpsons hit and run speedrun
- and of course at least 3 rick-rolls
The game itself has its own leaderboard https://www.speedrun.com/celestep8 (in which the Celeste version of it is allowed). If you mean a run involving unlocking it in this game and completing it, that has its own issues in that there isn't really a good way to time it and if you want to play PICO you should probably just play the game on its own.
Technically no timer at all is required for a valid submission, but the timer most people use (LiveSplit) comes with an autosplitter and load remover, the latter of which is required to verify time without loads. This can save anywhere from ~20 seconds to multiple minutes depending on your PC, and it's completely free so I'd recommend downloading it if possible, but you can still submit runs without it.
