I know for a fact that the flail cancel is possible on NTSC PS3 even without ninja ratchet. Pretty sure the only reason you're not making it is because the bridge is up and you're using the wrench super early because you don't want to land on the bridge before using it. The wrench can almost work as a ledge grab where if you're slightly beneath a ledge it can get some additional height by timing it correctly. So I would take the bridge down right away and try working on the timing of your wrench. I was able to do this with the bridge up though so it might just be way more precise on PAL PS2, if that doesn't work it might just not be possible on PAL PS2.

When I watch runs it appears like peoples shield link feature is disabled? I don't know if I'm missing something here? Any help would be appreciated.
