I've never performed this glitch in a New Game+ but from what I read in the rules it should still be allowed. Maybe there is a reason I don't know yet as to why runners aren't using her? Just may do a run soon and am curious so as to not get DQed, thanks.

Couldn't find any answers in a quick search, is carbuncle considered DLC? And if he isn't allowed, is there an easy way to uninstall him? I am on PS4 and I am thinking I may have to re-install the game and re-patch it to get him out.
