it is legal using the dark brown palette (up+B on gameboy screen) however it is no longer recommended because the fastest cans manip doesnt allow you to change palette.
none of the manips work for 3dsvc, you would have to find 3dsvc specific manips

This was the route for like the first week after rng manip was discovered, but it was quickly abandoned after ditto manip was found
The ditto manip for blue does not work on red. A ditto manip for red could be found, but it would be pretty much pointless and the hances of there being one as good as on blue are very low
The only thing you are messing up are the party swaps at the end. I unfortunately can't tell you exactly what you're doing wrong because most of it is off screen, but just practice it slowly and it should work.
13 special is more likely to get 16 special (75%), but it is slower as you have to kill an extra encounter. 14 special is about 43% to work, but it is faster as you dont have to kill an encounter. If you were going for a really amazing time you would want 14 special.
