Tool: HeroesPowerPlant (Level Viewer/Editor)

This is a stage editor/viewer. For purposes of speedrunning, it can be used to:
- view stage collision
- view object layouts
- view object conditions
- view cc blocker objects
- view splines (chaos control routes)
This is useful for routing, and led to things like The Ark skip which avoids collision to fall through the stage.
