Thanks for the tips, i'll try that on my save file.

Here is the science screen from that saved game. I didn't think of it while playing, but mby I should build some more city improvements to get them off of the list. I was trying to have as little as possible draining my economy, so my cities just had the free barracks.

Does anyone know if this is a bug, and how to get around it? I wanted to start building the spaceship, but none of my cities let me go past page 1!
