Feel free to route and do a run yourself but typically suggestions like these are kinda weird if you aren't a runner and don't do it yourself.
If your still planning on doing something like this (or anyone else reading this) I'm pretty sure Arthur's act is almost impossible because side quests aren't guaranteed to spawn on every playthrough in his act. There might be a chance you could get a map that has all sidequests but you can't play on pre-generated saves on Arthur's Act because the world is generated after the prologue section in the Parade. I've tested this on multiple saves and there's always 2-3 sidequests missing. Sally and Ollie are possible though! I'm pretty sure all of their sidequests spawn on every playthrough.
