I think that there should be a Resource for All Cars unlocked. That would be pretty awesome right there. I would say that. Cause, I think it would be a lot easier to do the Speedruns. Cause, a lot of people don't know how to get all the Signature Takedowns and the Trophies. If this sounds like a good idea, please let me know if it can happen.
It's definitely doable, y'just need someone to upload a save that's been 100%'d. I would, but I haven't got one on hand unfortunately.

Is there any way I can do a Free Roam Camera Mod for this game with my PC. It is not the best. But, I want to get a Thumbnail for the PCSX2 Copy of Burnout 3 Takedown. That would be amazing right there. I would want to download that Mod and all of that stuff!!

SLUS-39001 is not a burnout 3 version. Thats your BIOS version (SCPH-39001) Right click on burnout 3 in pcsx2 and go to game properties - summary to see what version you have.
The code will be different depending on your version, those on TCRF are in RAW, which means they are formatted for use on a PS2 console. They need to be converted to work on Pcsx2, which uses pnach.
SLUS-21050 Version for PCSX2. I got that version of PCSX2. Okay. I do need to know how to use pnach. I am not the best at using that either. I would need a tutorial for that right there. And, I hoping that my PC can handle doing this stuff right here.
Step 1: Open PCSX2, Go to Settings - Emulation - Enable Cheats
Step 2: Open your folder that contains pcsx2 and all of its files. Find and open the cheats folder
Step 3: Create a new text document in that folder. Inside of that text document you will put the code. which is this

Step 4: Save the text document as BEBF8793.pnach
Step 5: Open PCSX2, right click on Burnout 3, Go to Properties - Cheats - Free Cam. Enable it.
Step 6: Load up your game and use up on the dpad to activate free camera.
