oh hey sorry neither of us have even logged in for years lol. We just started trying runs again though, so I'll give an extremely late reply just because.

Emulation is allowed, provided you use accurate load times. For PCSX2 that basically means keeping "Enable Fast CDVD" disabled, which is the default I believe. The game seems to run pretty accurately in software mode, though you'll need a beefy PC to get decent speeds.

I'm not opposed to adding IL leaderboards; I may go ahead and add them in the next few days, since I'll probably be doing some time attacks for practice anyway.

I'm going to figure out how to get notifications working, so hopefully anyone who stumbles upon this game in the future won't be left in the lurch for quite so long.
